A roach back should be obvious when seen and presumably your friend went to look at the horse before putting the deposit down and would have known about it at that time. A roach back is stronger than a dipped back but of course is no guarantee of not having problems. If the roach is bad enough that your friend is now having 2nd thoughts, the cheapest option in the long run might be to walk away with just the loss of deposit and a lesson learned in being sure before putting any money down. If your friend can't afford a vetting does that extend to vets fees too in the event of illness? It sounds like it would be a better option to use a riding school as money allows and leave the risk to an establishment that can afford it. Cheap horses frequently turn out to be very much more expensive than originally thought and there is no such thing as a cheap horse to keep.
