We built one a few years ago.First you need to choose a good spot, a flat area which is on a higher point of your paddocks. We put in drainage pipes, in a herring bone pattern I think, and then hardcore which was compacted down, then a membrane, then silica sand, then rubber on top of that. I'm not sure what depth of sand we used, Will have to ask but I'm sure another member will have some good advice. Anyway, I've been really pleased with mine :)

But seriously, if you get rid of the rocks, you can top dress the grass with a few inches of sand and let the grass grow through. It makes for quite stable footing. I also have an acquaintance who builds arenas at every house she rents using stable waste. Sorry, I can't help you with building a sand arena.
