Especially if standing in you need to keep your horse occupied but if he's over-weight than maybe look at finding a poorer quality forage so he can eat more but with reduced energy to help lose weight. Any Info will be a great help as I have had so many opinions i am not sure what to do !! Thanks =]

If as you say, it's not worse after jumping etc my answer would be - turn out 24/7 if you possibly can, & bandage overnight when you can't. You don't say how bad it is at worst? a general health check including heart if it's a recent development ie didn't used to happen, might set your mind at rest.
