When i was 12 i was riding a 17.2 shire X thoroughbred and a 13.2 grey pony haha i was about 5'7 or 5'8 at the time and i too don't think you should buy on height but by what the horse or pony can carry weight wise and what ability you are compared to the horse, i rode these to horses because they were a challenge not because of their height (although i felt like a princess sat on ben the 17.2) haha :)
